fact, because of bureaucratic regulations, abstruse, but also unconstitutional, because it contravenes the principles enshrined in the Constitution, children and disabled children, with certification of disability in situazione di gravità ex art. 3, 3° comma legge 104/1992, nell'anno scolastico 2008/2009 sono rimasti - al contrario dello scorso anno - privi di insegnante di sostegno con rapporto 1:1 ; infatti le ore di sostegno sono state incredibilmente ridotte a poche ore settimanali.

Tutto ciò provoca ingenti problemi, disagi ed emarginazione agli studenti disabili, nonché disorganizzazione e confusione nella gestione delle classi.Certo questa non è una scuola moderna e civile, né una scuola che promuove il diritto all'istruzione ed il diritto di uguaglianza di tutti gli studenti!!!I genitori di questi ragazzi portatori di handicap sono disperati e tutti noi cittadini non riusciamo a comprendere come ciò sia potuto accadere.

It is very sad and bitter note that right in 2008, which celebrates the 60th anniversary of our Constitution and the Universal Declaration of Human Rights, in Italian schools will report the violation of a specific right to education, to ' integration, rehabilitation of the disabled, the value of those residual capacity, which if not treated properly, they run the risk of causing serious and irreversible involution.

It all started in December 2007 by Law No. 244, (better known as the 2008 Budget) and confirmed by the 2009 Budget, which, in applying a simple numerical criterion (one aide for every two people with disabilities regardless of their gravity) wants and, in fact, this ratio ½ uniform throughout the country and ignoring the specific training needs related to the certification of each pupil with a disability, this means that in many regions, if the relationship is different from that provided in 2008 Budget, there was a significant reduction in staff support, with dire consequences.

But the fundamental rights of personality, equality and social solidarity, as enshrined in our Constitution, can not suppress them any ordinary law. The right to education of the disabled can not be reduced to a barren and bleak mathematical formula that takes into account the real and concrete needs of students with severe disabilities.

It is precisely for this reason that an appeal is in this latter Ladies Authority, so that steps be taken urgently, proactively, to restore dignity to the disabled students, which currently are expropriated from the exercise of fundamental rights, inviolable and inalienable constitutionally guaranteed.
