[ ...] In PARAGUAY its Friday 28 March, the Inter-American Commission on Human Rights IACHR in Washington (highest judicial body within the continent) has decided to continue the investigations in the case of deprivation of freedom of street children in 2005 by the magistrate Brítez Mercedes de Buzo.

In COLOMBIA la coalizione contro la vincolazione dei bambini e giovani al conflitto armato – www.coalico.org (di qui è membro “Creciendo Unidas di Bogotà) ha attivato una demanda giudiziaria contro il Ministero della Difesa, la Polizia nazionale e l’Esercito di Stato per l’occupazione della forza pubblica di scuole e centri educativi. In seguito a varie missioni sul campo in Antiochia, Putumayo, Choco, Cauca, costa caribe si denuncia non solo la violazione del Diritto Internazionale Umanitaria; la occupazione delle scuole comporta la violazione di altri tipi di diritti dell’infanzia e adolescenza come la violenza sessuale nelle bambine che partecipano alle lezioni, minacce ai maestri e l’uso degli studenti in inteligencia militare.
Questa ambigua politica di “protezione” dello Stato ha una storia di pericolosi antecedenti.
Per esempio giovedì 20 novembre 2003, nell’ambito dell’anniversario dell’approvazione della Convenzione dei Diritti dell’Infanzia (20 novembre 1989), i Movimenti dei bambini ed adolescenti lavoratori organizzati peruviani tra cui i delegati di Generación, Ifejant, Manthoc e Mnnatsop hanno dato vita a Lima ad una manifestazione pacifica di bambini ed adolescenti lavoratori, per reclamare di fronte al Palazzo del Governo il rispetto e l’applicazione dei diritti sanciti dalla Convenzione. Il gruppo, formato da circa 150 ragazzi, aveva preparato vari cartelloni e manifesti per richiamare l’attenzione authorities on the severe situation of Peruvian children. Una risposta a questa violenza è l’organizzazione dei movimenti sociali NATs che hanno elaborato un calendario di mobilitazioni dove si menziona in Perù la marcia del 31 marzo contro la repressione della polizia, in aprile in Paraguay la presentazione di proposte per l’infanzia al candidato presidenziale Fernando Lugo, ex-vescovo, a giugno a La Paz una cumbre con il Ministro del Governo di Evo Morales per le relazioni con i movimenti sociali per condividere il percorso dell’Assemblea Costituente, a ottobre il progetto gestito dai gesuiti “ Muchacho Trabajador ” di Quito realizza un’assemblea per approfondire la questione del lavoro minorile da presentare all’Assemblea Costituente.
Laila Villavicencio , adolescente peruviana di 14 anni di Piura, delegata del MNNATSOP, spiega a partire dalla sua esperienza di partecipazione e rappresentatività democratica in una sorta di parlamento infantile “con cui lottiamo contro ogni forma di maltrattamento ed esclusione sociale. Crediamo che l’organizzazione sia uno strumento di protezione, per esigere e sviluppare capacità di cittadinanza attiva. Siamo attori sociali che rappresentano gruppi e movimenti popolari di base che non si limitano a parlare della partecipazione che proviene dalla filosofia ma costruiamo protagonismo come un nuovo stile di vita e di pensiero che fa nascere una nuova cultura dell’infanzia e adolescenza. A giugno lanceremo l’Osservatorio sull’applicazione delle Raccomandazioni del Comitato della Nazioni Unite per i diritti dell’Infanzia di Ginevra che ha rivolto allo Stato Peruviano dopo un lavoro di lobbyng che come MNNATSOP abbiamo realizzato a Ginevra nel gennaio 2006 presentando un rapporto alternativo, con l’appoggio di Save the Children-Svezia”.
